EL TIEMPO’s Investigative Unit established with government sources of Abelardo De La Espriella that on Monday, August 24, an influential officer was removed from the Police detail accompanying the president at the Presidential House.
It is Colonel Jorge Delgado, from the 75th course, who was serving as a liaison with the new government and the head of security Carlos Caicedo. According to reports, he had restrictions on carrying weapons and holding operational positions.
Secretary of Rincón
The senior officer had been serving as the private secretary to the outgoing Police director William Rincón. And in recent days he had accompanied President De La Espriella on his trips to the earthquake disaster zone.
EL TIEMPO’s Investigative Unit established that the colonel is mentioned in a case for alleged influence peddling, linked to another involving trafficking of ammunition, weapons, and explosives under investigation, in which several police officers from the details of high dignitaries have already been arrested.
There is talk of a call he allegedly made to intervene on behalf of other officers. What no one can explain is why he was appointed despite the restriction he had and why he continued as Rincón’s secretary.
In fact, the Government highlighted the work he carried out during the end of the campaign, as well as his outstanding resume.
The head of security
“Colonel Delgado, as head of security and later deputy director of the Human Talent Directorate (DITAH), along with surgeon Gerardo Andrés Serrano Pineda, between 2002 and 2025 used irregularly diverted official ammunition to conduct shooting ranges with private individuals and held parties at those ranges,” reads the case file of the process that EL TIEMPO’s Investigative Unit revealed in May 2025.
It adds: “Leaving one of those ranges in Guasca (Cund), the surgeon was caught with several weapons and ammunition; likewise, Chief Intendant Cuestas, in flagrante delicto on January 19, 2025. This led to the Ares operation by the prosecutor’s office, subsequently executed on May 26, 2025, where 5 people were arrested, including Intendant Fabián Cuestas”.

Additionally, he is mentioned in the version of an alleged call to intervene for the officers: “On the day of the case in Guasca, through a phone call from Cuestas, Colonel Delgado allegedly intervened in the case before the officers in charge, without success. Also, Intendant Cuestas reportedly stated that Colonel Delgado was with them and had ‘opened up’ before the checkpoint”.
EL TIEMPO tried to get his version, but by the time of this edition’s closing, he had not responded.
