Last Saturday, August 22, in a cell in pavilion 13 of La Modelo prison in Bogotá, the body of a woman was found who was attending the visiting hours of inmates.
No one has yet come forward to explain how, violating all security protocols, one of the inmates ended up killing her, in broad daylight and in one of the most guarded areas of the prison.
The identity of the femicide perpetrator
Although the case has been handled with absolute confidentiality, the Investigative Unit of EL TIEMPO investigated and established the name of the man who killed his partner and the violent record that has him behind bars.
The aggressor is William Rafael Martínez Alvarino, 45 years old and originally from Talaigua Nuevo, a municipality located in the department of Bolívar. After the discovery of the body, Martínez Alvarino admitted to having killed the young woman who was visiting him.
According to the file in possession of this newspaper, the man is serving a sentence of 21 years and 4 months in prison, since 2018, for the attempted femicide of his then partner.
‘Permanent wounds’
The case dates back to October 30, 2015 when, in a sector of southern Bogotá, Martínez Alvarino chased the mother of his three children with a knife.
“He caught her on the street and, despite the victim trying to take refuge, she was reached by Martínez Alvarino who with a bladed weapon inflicted more than 20 injuries on her face, neck, arms, and abdomen. It was a relationship marked by physical and psychological violence,” said the prosecutor of the case.
She added that the attack occurred despite there being a restraining order and that the victim was left with permanent wounds on her face and neck.
In fact, according to the file in possession of EL TIEMPO, the woman was taken to a shelter as a protective measure.
At the time, Martínez Alvarino’s lawyer tried to argue that it was just a fight and that the case was an episode of domestic violence, but the judge did not accept that thesis and sent him to La Modelo, where he killed his partner.
According to the file, Martínez Alvarino had requested house arrest on August 18, but the benefit was denied.

He will now have to answer for the femicide of his new partner. So far, the Inpec has not explained how a crime could be committed under the watch of the guards. But those close to the case assure that the state could be sued for these events.
The Minister of Justice, Iván Cancino, has already condemned the act and ordered an investigation.
