Everything is ready for this Monday, August 3, to decide the fate of a millionaire process to purchase the latest model 4×4 trucks for the National Police.
As EL TIEMPO revealed a month ago, in the millionaire purchase – which amounts to almost one trillion pesos -, there have been substantive observations from companies in the sector. And the matter has just reached the Attorney General’s Office and the Inspector General’s Office after a couple of tutela actions failed, as they were not the appropriate mechanism to review the issue.

The aim of the process, which is carried out through a framework agreement between the National Police and the National Public Procurement Agency Colombia Compra Eficiente, is to acquire vehicle components with a closed cabin with two volumes, intended for the transport of cargo or passengers with access through a rear entrance and at least two side doors.
This type of vehicle is used for the transport of people in service in all units nationwide and detained individuals. In fact, for activities of the Police service in different specialties.
In fact, it is noted that the model of the trucks cannot be older than the delivery year (2026), they must be diesel or gasoline, with manual or automatic transmission, with a minimum load capacity of 900 kilos, 4×4 or 4×2 traction, and rear or front traction as required.
And what sector players denounce is that some requirements related to the distribution chain, the permanence of brands in the Colombian market, and other technical requirements would end up favoring certain manufacturers or distributors.
This is stated in letters sent to the Inspector General’s Office and the Attorney General’s Office last Friday.

This newspaper had access to the complaints, in which it is claimed that during the contracting process there may have been acts with criminal and disciplinary relevance related to the structuring of the framework price agreement for the acquisition of the vehicles.
In fact, they request an investigation into officials of Colombia Compra Eficiente who participated in the process.
Additionally, it is claimed that technical sheets prepared by the Financial Logistics Directorate of the National Police were incorporated, which would not only contain general specifications but very particular characteristics that could favor suppliers and that this would affect the principles of plurality of bidders, transparency, and objective selection.

In the letter to the Inspector General’s Office, preventive oversight of the contracting process is also requested.
Additionally, it asks to verify whether the public servants who participated in the process acted according to their legal duties.
It also requests that the complaint and attached documents be incorporated as support for any actions that may be taken.
Denuncia Fiscalía
Despite having requested, in several tutela actions, a judge to halt the process until the observations were resolved, EL TIEMPO established that the request was denied. 
According to informed sources, the judge argued that it was not his responsibility to rule on the case but to go to the administrative litigation court.
It is expected that in the coming days the Inspector General’s Office will rule on the case and whether the process will be suspended.
The Police told EL TIEMPO on June 12 that “the order from General Director William Rincón is that there be transparency in all contracting processes underway”.

And in a subsequent communication, they clarified that the National Police currentlydoes not carry out contracting processes for the acquisition of vehicles through Framework Price Agreements.
“It is important to clarify that this process (CCENEG-092-01-2026) is led exclusively by Colombia Compra Eficiente and corresponds to a prior stage of supplier selection,so it does not imply the existence of an ongoing purchase process by the National Police,” explained the institution.
